Union City Indiana uses the annual budgeting process to prepare for capital improvement projects.

Every year, the individual department Supervisors develop operating budgets for their departments. In those budgets, capital improvement line items are proposed. These items cover:
- street paving
- equipment replacement
- infrastructure improvements
The City Council also appropriates funds for capital improvement projects, such as:
- Sidewalk replacement
- Redevelopment
- building repair/replacement

In 2007, the City of Union City plans the following projects:

$1,200.000 (SRF Funded)
Landsdowne Storm Water Project
$200,000 (OCRA Grant Funded)
Mercantile Building Brownfields
$18,000.00 (CEDIT Funded)
Petroleum Remediation (2 sites)
$120,000.00 (Funded by Indiana Brownfields)
